ABOUT THE COMPANY

The Directorate of the Navoi Free Economic Zone (FEZ) is a state unitary enterprise acting as the managing organization responsible for ensuring the effective operation and sustainable development of the Navoi FEZ. Within its mandate, the Directorate carries out a comprehensive set of activities aimed at attracting investments, developing infrastructure, supporting resident companies, and creating favorable conditions for doing business.

Key Functions of the Navoi FEZ Directorate:
  1. Coordination and Operational Management of FEZ Activities:

    • Ensures implementation of government decisions related to the FEZ;

    • Monitors compliance with legal and regulatory requirements;

    • Facilitates cooperation between government bodies, residents, and other institutions.

2. Management of Social and Economic Infrastructure:

  • Planning, construction, modernization, and maintenance of infrastructure facilities;

  • Provision of utilities (electricity, water, gas, sewage, transport, telecommunications);

  • Creating a comfortable working and living environment for personnel.

3. Preparation and Signing of Investment Agreements: 

  • Negotiates with potential investors;

  • Develops investment proposals and projects;

  • Formalizes investment agreements with terms and obligations.

4. Preparation of Required Documents for State Registration:

  • Assists investors with legal registration processes;

  • Prepares and processes documentation for official recognition as FEZ residents

5. Maintaining the Registry of FEZ Participants:

  • Keeps up-to-date records of residents;

  • Tracks activity types, investment volumes, staff numbers, and other key metrics.

6. Issuing FEZ Resident Certificates:

  • Grants official resident status;

  • Issues documentation to access FEZ benefits and privileges.

7. Provision of Land and Infrastructure Usage Agreements:

  • Allocates land based on investor needs;

  • Signs infrastructure use contracts with residents.

8. Consulting Services for FEZ Participants:

  • Provides expert support in:

    • Legal issues,

    • Tax and accounting,

    • Marketing and strategic development,

    • HR, project, and IT management;

  • Assists in organizational and administrative matters.

9. Other Activities Related to Operational Management:

  • Develops strategic development plans;

  • Cooperates with national and international development institutions;

  • Promotes the FEZ on domestic and international markets.
